Do governments have the legal right to violate your constitutionally-protected rights in Canada or the US with a quarantine order? Absolutely NOT!
Most countries in the world are organized under English common law, which means that legal precedent decided in one commonwealth country like the US can also apply in legal cases adjudicated in Canada, the UK, Australia, New Zealand, and so on. Most people don't understand this basic precept of common law and wrongly assume that those cases decided on that side of the border don't impact decisions on this side of the border; they do.
When Queen Elizabeth II took the throne on June 2, 1953, she swore on oath on the 1611 version of the King James Bible to uphold the laws of God, and to govern her people fairly. You can search online for that speech on YouTube. This contract or covenant with the people means that her subjects must only enact laws that are not in conflict with divine, natural, and common law. If she were to allow such violations, then her contract would be broken and her power extinguished immediately. Most of western society is thus governed by these basic legal principles and ANY law passed by any level of government is of no force or effect the moment it is written if it can be shown to violate natural law or the subservient documents in those countries known as a constitution.
Although this video and perspective is US based, the same precepts apply in Canada, just under different terminology.
Natural rights trump common law which trumps the constitution and the bill of rights. We all have unalienable rights granted to us by our creator which have further been enshrined in a formal document known as the constitution. Certain rights are explicitly listed such as the freedom of assembly, freedom of speech, freedom of thought, freedom to earn a living of your choosing, the right to bear arms, freedom of the press, freedom to exercise your religion freely, anf the right to everything else that is not listed in there.
Any law or decree that violates those rights, is of no force or effect, period, unless YOU consent otherwise!
So, with regards to pandemics and mandated quarantine orders that "serve the public good", are such orders in violation of the constitution? Yes, most certainly!

No doctrine involving more pernicious consequences was ever invented by the wit of man than that any of its provisions can be suspended during any of the great exigencies of government. Such a doctrine leads directly to anarchy or despotism, but the theory of necessity on which it is based is false, for the government, within the Constitution, has all the powers granted to it which are necessary to preserve its existence, as has been happily proved by the result of the great effort to throw off its just authority.
Therefore, NO government has the authority to lock down a society under ANY circumstances lest despotism or anarchy raise its ugly head.
Benjamin Franklin once said: "Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety."
If you fail to exercise your rights, then you implicity give up those rights. Better act now!
